While investigating the destruction of Eagle's Nest and forced exacuation of Morganton, Inspector Strock and the young mayor, Elias Smith, stumble upon Captain Robur, the so called, "Master of the World".
With his mad invention, "The Terror", Robur spreads fear and creates havoc throughout the country. Strock is captured by "The Terror" and taken to Eagle's Nest where Robur is planning the destruction of Washington D.C.. Even the Navy fails in their rescue attempts. But, as if it were God's will, an electrical storm plunges the demonlike invention, Strock and Robur into Chesapeake Bay. Strock is rescued, but "The Terror" did not explode on impact. Could Robur have survived to create another "Terror?"
